In this chapter, we take you step-by-step through how we helped an overseas villa owner in Yalıkavak navigate Turkey’s Law No. 7464, overcome complex bureaucratic hurdles, and obtain an official Ministry of Culture and Tourism (KTB) short-term rental license.
Stage 1: The Initial Contact & 15-Minute Consultation
It started like many of our client relationships do: a direct message via Bodrumly.com.
Our client, a non-resident owner of a luxury 4-bedroom villa in Yalıkavak, was feeling overwhelmed by rumors surrounding Turkey’s 100-Day Short-Term Rental Law (Law No. 7464). During our call, we evaluated her property setup. Because her villa was located inside a residential gated compound (site), we outlined the exact regulatory path required:

Preparing the complete KTB licensing dossier.

Stage 2: The Document Checklist & Power of Attorney (POA)
To initiate the process smoothly on her behalf, we immediately provided her with a structured document checklist:

Tapu (Title Deed): Proof of property ownership.
Numarataj Certificate: Official municipal address registration document.
UETS Number (Ulusal Elektronik Tebligat Sistemi): National electronic notification address required for official government communications.
Passport Copy & Turkish Tax ID: For owner identification inside government systems.
Because she lived abroad, she visited the nearest Turkish Consulate in her home country to issue a Power of Attorney (POA) granting our representative legal authority to handle municipal and KTB licensing procedures.
Stage 3: Navigating the Site Management Consent & Notary Bureau
For properties located within a residential compound (site), Law No. 7464 strictly mandates 100% unanimous approval from all property owners in the complex.
Compound Decision (Karar Defteri): Our team made direct contact with her Yalıkavak site manager to retrieve the official assembly minutes (site karar defteri), ensuring the compound explicitly voted to permit short-term holiday rentals.
Notarization: Armed with the signed compound decision and our notarized POA, our Bodrumly representative visited the local Notary bureau (Noter) to obtain the officially verified consent document (Noter Onaylı Site Onayı Muvafakatnamesi).
Stage 4: Municipal Documentation at the Müskebi Building
With the notarized site consent secured, our representative traveled to the Müskebi Municipal Building in Ortakent/Bodrum to handle the Numarataj application.
The Numarataj certificate verifies that the property’s physical location matches municipal building archives and assigns its unique national address code—a vital requirement for KTB validation.
Stage 5: Compiling the Dossier & Submitting to the Ministry (KTB)
With all local paperwork retrieved, we assembled the official application dossier for submission through the e-Devlet Ministry of Culture and Tourism portal.

Once submitted, the KTB system audited the files. Upon document approval, we processed the required official government payments:
Documentation & Administrative Processing Fee: ₺10,000
Official KTB Metal Entrance Plaque Fee: ₺10,000
Stage 6: License Approval, Plaque Delivery & On-Site Safety Preparation
By Week 3, the Ministry finalized the paperwork, and we received the official Tourism Rental License Number on our client’s formal digital certificate! Shortly after, we collected the official government metal door plaque (Turizm Amaçlı Konut Plakası).
Preparing for the Physical Inspection
Getting the document is only part of the process—the villa had to pass a strict physical inspection by Ministry officials. Our team entered the Yalıkavak property and implemented all safety and compliance requirements:
🧯 Fire Safety Equipment: Installed certified 6kg ABC dry powder fire extinguishers in prominent locations.
💨 Smoke Detectors: Fitted functional smoke alarms across all bedrooms and main living areas.

Stage 7: Final On-Site Audit & Full Authorization
Approximately 2 weeks after document approval, Ministry inspectors arrived at the Yalıkavak villa for the physical audit.
